Entertainment and Travel

As we are all painfully aware, the affect of the worsening state fiscal crisis is continuing to significantly impact the University of California and the other higher education institutions. The constant stream of updates that we are receiving all point to the requirement of implementing additional cost cutting measures beyond what is currently being done. To this end, the following changes for academic Health Sciences entertainment and travel will be effective immediately:

Entertainment

  1. Freeze on entertainment reimbursement above the current standard per person rates. The maximum per person reimbursement cannot exceed the following:
    • Breakfast – $26
    • Lunch – $38
    • Dinner – $64
    • Light Refreshments – $17
  2. Personal reimbursement for the purchase of alcohol for on-campus events is not allowed.

Travel

  1. No University paid business or first class travel. A traveler can still upgrade through their own frequent flier points, however.

  2. Travel must have appropriate approval prior to any bookings.

The UC San Diego Office of Research Affairs (ORA) will be holding informative workshops demonstrating new team-building and funding tools for researchers across campus.

A demonstration of Research Intelligence—an online tool to:

  • access information regarding new funding opportunities

As you know, there exist significant opportunities under the American Reinvestment and Recovery Act (ARRA) of 2009 to fund equipment and instrumentation. Both NIH (http://grants.nih.gov/recovery/) and NCRR (www.ncrr.nih.gov/recovery) are offering these grants and I encourage you to apply.

Gordon Gill, M.D., Dean of Scientific Affairs, will ensure that we are coordinating our response and not duplicating requests under these various funding mechanisms. Please forward your proposals to him at ggill@ucsd.edu.

NCRR Releases New Funding Opportunities

The National Center for Research Resources (NCRR) has posted new funding opportunities announcements for construction, renovation, repair and shared instrumentation to support biomedical and/or behavioral research as well as challenge grant foci.

I encourage you to review these websites and submit proposals. Particular areas of UCSD strength that intersect with challenge grant foci include:

  • Pilot Comparative Effectiveness Research Projects in Community Settings
  • Information Technology Demonstration Projects Facilitating Secondary Use of Healthcare Data for Research
  • Applied Translational Technology Development

NCRR will administer more than $1.6 billion in grants funded under the American Reinvestment and Recovery Act (ARRA) of 2009:

CREST Program Application Deadlines for Courses in 2009

The UCSD Clinical Investigation Institute’s CREST program is currently accepting applications from fellows, junior faculty, PharmD, and faculty members interested in receiving supplemental training in clinical and translational research.

CREST is targeted to researchers from all disciplines, particularly physicians enrolled in fellowship training or starting their academic career. The curriculum provides comprehensive coverage of all dimensions of clinical research while allowing scholars to spend the majority of their time in research and clinical activities.

  • Important dates:
  • April 15, 2009 - Application deadline for June 2009 session
  • July 1, 2009 - Next course begins
  • October 15, 2009 - Application deadline for January 2010 session

    School of Medicine offers funding for
    the AAMC Early Career Women Seminar

    Applications due March 6, 2009

    The UCSD School of Medicine will sponsor one woman Health Sciences assistant professor to attend the AAMC Early Career Women Faculty Professional Development Seminar in Washington, D.C., July 11-14, 2009.

    The Faculty Affairs office is accepting applications for the funding, which will cover the meeting registration fee and provide a travel expense stipend of $1000.

    Interested faculty members must submit both an AAMC program application and a UCSD Faculty Affairs funding application by March 6, 2009. For details, please see the AAMC and UCSD Faculty Affairs Office websites:

    New Department of Medicine Junior Faculty
    Career Transition Awards Program

    August 13, 2008 – For faculty members who are in transition from mentored research to independent R01-funded research, the Department of Medicine announces a new Junior Faculty Career Transition Awards program. One-year, $50,000 grants are available for the academic year beginning July 1, 2009.

    Applications are due October 1, 2008, and award decisions will be made by December 1. See the Junior Faculty Awards page for eligibility information, details of the review process, and application instructions.


    Dr. Wilbur Lew Elected to Representative Assembly
    of the Academic Senate

    Dr. Wilbur Lew has been elected to the Representative Assembly of the University of California Academic Senate, UC San Diego Division. Dr. Ken Kaushansky, Helen M. Ranney Distinguished Professor and Chair of the Department of Medicine, announced Dr. Lew’s election July 8.

    A Professor of Medicine in Residence in the Division of Cardiology, Dr. Lew is Chief of the Cardiology Section at the VA San Diego Healthcare System. He has served on the Representative Assembly in the past.

    Dr. Lew will serve as Alternate through June 2010 and then as Member through June 2012. He joins three other members of the Department of Medicine faculty on the Representative Assembly:

    Effective July 1
    New UC Health Care Vendor Relations Policy

    From the UC San Diego Health Sciences Corporate Compliance/Privacy Program

    The new UC "Health Care Vendor Relations" (HCVR) policy takes effect on July 1st and UCSD Health Sciences is on track. A status report of implementation activities and general reminders follows:

    1. Samples: A temporary delay will occur in implementation for this aspect of the policy. A UCSDMC Taskforce is investigating alternatives, such as piloting a centralized "starter / trial medication" program for needy patients and exploring the feasibility of expanding the Patient Assistance Program to minimize unintended negative outcomes. Details regarding the collection of pharmaceutical samples and alternatives will follow shortly. In the interim, physicians and clinics should refrain from accepting samples of new products.

    2. Gifts: UCSD employees may not accept personal gifts from industry. Vendors may not provide free items including food / beverages or gifts directly to UCSDHS employees. This includes all outpatient and inpatient facilities. Memos have been sent to UCSDHS employees regarding the new policy. A separate announcement letter was sent to our health care vendors to alert them of the policy.

    3. Promotional Items: Branded promotional items are prohibited in all UCSDHS sites. A "clean sweep" day will be held by the Compliance Program on Wed. July 9th for clinics, physician offices and hospital units to sweep areas clear of health care vendor promotional items and participate in a raffle drawing for gasoline (as a $50 gift certificate). Additional policy information will be available at the drop-off locations at UCSDMC Cafeterias for Hillcrest, Thornton, and the UCSDMC business offices at Kearny Mesa and Gibbs.

    4. Access: Pharmaceutical and device representatives access to physicians and staff is to be confined to non-patient care areas and conducted by prior appointment only. Representatives must be registered with VendorClear.

    5. Education: Education materials (power-point and FAQs) have been developed, distributed to various leadership groups and are available upon request. Web link to the UC policy and FAQs (scroll to 3/12/2008): http://www.ucop.edu/ucophome/coordrev/policy/.
